The FCC Launches $200 Million Schools and Libraries Cybersecurity Pilot Program

The Federal Communications Commission (FCC) is stepping up its efforts to enhance cybersecurity measures for educational institutions by making available up to $200 million for schools and libraries. This funding initiative, known as the Schools and Libraries Cybersecurity Pilot Program, aims to assess the viability of providing long-term financial support to bolster the cybersecurity of these vital public services.

Funding Source and Eligibility

The financial resources for this program will be drawn from the Universal Service Fund (USF), which is financed through contributions from various telecommunications companies. The schools and libraries eligible to participate must already be benefiting from the FCC's E-rate program, which is another USF initiative designed to ensure affordable internet access for educational entities.

What the Funding Covers

Eligible institutions can use these funds to reimburse expenditures related to enhanced cybersecurity measures, including:

  • Advanced firewalls
  • Identity protection and authentication services
  • Malware protection
  • Virtual Private Networks (VPNs)

Application Process and Target Selection

The FCC expects to initiate the application process this fall, focusing on a diverse selection of schools based on size, as well as their geographic locations—rural and urban. Special emphasis will be placed on applications from low-income and Tribal institutions, ensuring equitable access to the resources available.

Addressing Rising Cybersecurity Threats

The pilot program aims not only to improve the infrastructure of schools and libraries but also to combat the escalating number of cyber attacks that have increasingly targeted educational institutions and local governments. According to the K12 Security Information eXchange (K12 SIX), over 1,600 cyber incidents were recorded in K-12 public schools and districts from 2016 to 2022. This pilot program could be a significant step toward mitigating such threats.
